it is essential that i can see the following relation on each row:
Country name | State | GMT value to each state.
the reason is that depending what state the user selects, a time
adjustment to that state needs to be made by the program.
for a solution with Starting GMT and Ending GMT, i still need to find
which states/prodidences have different values. countries like US and
China, Canada can become a problem, since they are horizontal in
shape.

Am I correct in understanding, you will need the time zones for each
of the US states and each providence in Canada, in addition to the
rest of the countries of the world?
Are there any other countries you will need split up like this?

After additional research, I have found the time it would take to
compile the required information is not worthwhile for the price
offered.
For instance, one obstacle I have come across is the difference in the
data between the winter and summer months because of Daylight Savings
Time.
Hopefully another researcher will be able to assist you.

ok so how about Americas, Canada, Europe, Australia only.
the GMT value must be associated to State level and for Europe on a
city Level since they dont have states (Europe is easy job)
also you can ignore the issue of daylight savings. GMT value is a
fixed value, just like you have it in your windows time zone settings
drop down.

The only cities I have found this data for are all in the CET (GMT+1)
time zone. These are the cities:
Amsterdam, Holland
Barcelona, Spain
Berlin, Germany
Brussels, Belgium
Copenhagen, Denmark
Dusseldorf, Germany
Florence, Italy
Frankfurt, Germany
The Hague, Holland
Hamburg, Germany
Madrid, Spain
Marseilles, France
Milan, Italy
Munich, Germany
Naples, Italy
Nice, France
Paris, France
Prague, Czech Republic
Rome, Italy
Stockholm, Sweden
Venice, Italy
Zurich, Switzerland
However, any city in a European country would have the same time zone
as any other sity in that country, since no European country has two
different time zones.
Let me know how to proceed.
