What is the best download so I can convert Word Documents to HTML 3.2
so I can publish documents on the SEC website?

html 3.2? you have to be joking. 4.01 is out of date now let alone
3.2. you'll not find any program made in the last 5 years that uses
3.2. Why do you particularly need 3.2?

(From the SEC Web site: "To maximize the likelihood of consistent
document appearance across different browsers, the Commission
specified HTML 3.2 as the required standard for HTML documents.") In
Word, try this: File > Save as Web Page... > Tools > Web Options... >
Browsers > Target Browsers > Microsoft Internet Explorer 3.0.
