What categories can be generally considered critical services within
cities, communities, and states, and what percentage of the popultion
do they represent?

I will be soliciting a product to all US Mayors for stockpiling
emergency general use equpment. I am after a list of the types of
critical services one would find in a city or state. For example,
police , firemen, EMTs, utility workers, power plants, water,
sanitation, prison staff, elder care facilities, critical
transportation workers, etc. These would be the classes of people that
in a crises the Governor or Mayor would deem must stay on the job in
order to keep minimum public services running. I have compiled my own
list but wanted to be as thorough as possible.
