Could you be thinking of "Night Of A Thousand Cats" (1972)?
"...A deranged Mexican playboy brings beautiful women to his remote
mansion, chops off their heads, and feeds the remains to the slew of
carnivorous kitties he keeps in his cellar."

Let me know if this is the movie that you had in mind.

My first thought was "Eye of the Cat," a very scary 1969 film in which
a man and a woman (Michael Sarrazin and Gayle Hunnicutt) plan to rob
and murder an elderly woman who lives in a large mansion with dozens
of cats. The cats, displeased by this plot, become fearsome
adversaries.

I remember this woman was young, brunette, straight hair and in one
scene was wearing a mini-dress as she was feeding them cat food. A
clip from this movie was featured on the 70's t.v. show "That's
Hollywood". That is how I know of this movie.

Here's a photo of Gayle Hunnicutt, who played the female lead in "Eye
of the Cat." Is this your woman?
