I'm pretty sure that you're describing "Bad Ronald" (1974).

I've seen the film, and I believe that it matches your description. 
Ronald is a young man with wavy, dark hair.  He watches the attractive
daughters of Mr. Wood (Dabney Coleman) through peepholes inside their
house.   The movie ends with Ronald being caught and escorted away by
the police.

I agree with Juggler. "Bad Ronald" was the first thing I thought of
when I read your description.

I remember him getting caught by the light shining through one of his
peepholes onto a wall.
