Do I charge VAT when exporting goods (industrial goods) from
Switzerland to EU countries? What products are exempt from VAT?

No.

VAT only affects countries within the European Community.

Oddly there is an exception for software that is sold over the Web

Amazingly non-EU vendors are supposed to collect and remit VAT
- shareware authors got quite steamed up about it

Since mostly, they 'sell' via registration services, they don't have
much say in the matter.

I've suffered myself but practice varies from vendor to vendor.

I wonder if it's enforceable?

The tricky thing is that this extends to everything delivered by the Net
- very difficult to enforce unless dealing with large entities

My view is to set up a 'trading post' in a low VAT country in the EC,
once you've paid VAT once, you don't pay it again
- but I bet they'll go for that loophole

It's easier than that!

I know several businesses that have set up internet and telephone
based mail order operations in the Channel Islands (that are outside
the European Community).

These businesses ship mainly to EC customers, using the regular mail
services, and if the value of their packages are below the VAT
threshold (here in the UK, it's £18 - I think) then there is no VAT
collectible by the Royal Mail.
