Dear Maximus: It would be very hard to obtain quotes from manufacturers without precise specifications as to dimensions of all parts and materials requirements. There is a very helpful page at http://www.gamecabinet.com/info/GameMakers.html that gives some introductory information for people such as yourself. This page offers a listing of companies that will manufacture game parts: http://beach.silcom.com/~tomjolly/design2.htm His first recommended stop is: http://spotlightongames.com/list/design.html Another good source for manufacturers might be the Game Manufacturers Association (GAMA). They can be found at www.gama.org. They host an annual trade show (unfortunately the 2006 one has passed) where game designers can show their games to prospective publishers. There are a multitude of factories in China or Taiwan that produce games. Your best bet would be to identify some, such as Duke International Cards ( http://www.dukegames.com.tw/ ) that already manufacture roulette wheels and thus would require less re-tooling to produce a product that meets your needs.
