I'm trying to incorporate a company -- don't care about structure,
whether llc or not, etc. I don't plan to use it to evade taxes, or do
anything else, for that matter -- I just need to have a company
registered in the country, completely aboveboard. What's the
easiest/cheapest way to do so if I'm a US resident?

Also, what would ongoing fees be on an annual basis?

finally, are there any further requirements, like do I need a local
mailing address?

Also note that I'm asking the same question for Barbados in a separate listing

Are you already aware of the guidelines for setting up a business in
Estonia (part the country's Commercial Code), provided for example on
the official investment guide website of the capital Tallin (
http://www.tallinn.ee/eng/g2523 ) or by Enterprise Estonia (
http://www.investinestonia.com/index.php?option=displaypage&Itemid=71&op=page&SubMenu=
)?

yes -- I'd be paying for streamlining -- either
a)a reliable, reasonably priced outsourced firm that does this (here,
the $50 would be vouching-for-service money, not so much research per
se)
b)a minimalist, step by step guide that tells me the only what is
necessary and sufficient to incorporate w/minimal added research. In
other words, assume that I'm smart but lazy, and physically located in
the USA. -- so if you give me a list of 10 things to do, eg, get cheap
po box w/mail forwarding, also give me a contact # or address for such
services, but don't tell me to go to any local Estonian post office,
for instance.
