Vitorino Domingos Hossi is the only name I have found conncected with
this position. Does this suffice as an answer? Let me know!

There is no Minister of Trade (or international trade) listed, but
there are some positions that come close, including:


Minister of Commerce: 
Joaquim Ekuma Muafumua 


Minister of Industry: 
Joaquim Duarte da Costa David 


Minister in the Office of the Presidency, Economic Affairs: 
Augusto Archer de Sousa Mangueira

From the first link Umiat gave, there is no Minister of International
Trade shown on the list of ministers.
This page from that site describes "trade" with respect to imports and
exports, i.e., "international" trade.  Mr. Hossi must be the
responsible minister.
