What is the best way for 10 users to video conference securely and
inexpensively.  I need a professional "system" for a startup business
(read that as little money) that will permit the same 10 users, all
with  Broadband access in the US, to video conference with each other,
see all the users and obviously be able to speak to each other. 
Having a white board type feature would be a plus.  First choice would
be a system that permits the "dialing" of each IP address so we can
set up our own video conference without needing to subscribe and pay
per minute to some company.  The system should not be webcams that
make everyone flicker and look like they are talking in slow motion. 
I do not mind purchasing video equipment, especially something that
can be bought on ebay that is perhaps a generation or two old to make
this work and would like to keep each users cost to under $500 (the
cheaper the better) if possible.  So, bottom line, what specific
brands and models of hardware and software would be best?  Thanks

is just an overpriced conference call with a computer hooked up to do
