I am looking for specific "how to" information and guide in laying
tile over wood stairs.

The stairs are existing, outside wood stairs and I want to know
specifically how to prepare the stairs to lay tile.

Do not attempt this! It is difficult to get tiles to adhere to wooden
floors when they are indoors in fairly stable conditions; outdoors, 
the wood will expand, contract and warp so much that the tiles will
loosen within a very short time.

This can be done but only if you correctly prepare the stairs.  I am
unsure what you climate is like but if it is anything like Scotland
high temps of about 30degc and low temps of -10degc.

To prepare the pre existing stairs you must make sure they are dry,
take a metal wire brush to clean the stairs thoroughly around the
edges are not as important as the main sticking power will be in the
centre of the tiles. After the stairs have been brushed down and
cleaned you must score gouges into the tread of the stairs and where
ever else you will be applying the tiles on wood.

Here is the main part that most people seem to miss out when tiling on
wood, you must seal all the wood with vanish after cutting the gouges
this will stop the wood from expanding as mush and will stop it from
warping almost entirely.  The reason for this working is because it
has sealed the wood from any water getting into it when wet and also
stop any water escaping from it when hot and dry.

The next step is selecting the tile adhesive, look for external and
flexible tile adhesive, most good hardware store should stock
something along these lines, now it is a simple job for any keen Dyer,
I still have the pleasure of walking over my wooden (now tiled) deck
and its been near 4 years since I tiled it.

PS be sure to seal all the gaps with flexible grout, even through you
have sealed the wood this will act as an extra guard against expansion
and warping of the wood.

Hope you have as much fun tiling it and walkin on it afterwards as I did.

I have researched into this a little more and there is new products on
the market that maybe of some assistance to you if you are tiling on
the ground around the wooden stairs.
