its ok to have factories etc. dump their waste in oceans, or river.
and also looking for people against that that say its not ok for the

would you be able to find a controversy side on water polution in general.

Best of my knowledge there can not be such a site which will encourage
dumping of waste in sea etc i.e. all will be against dumping ---- so
there is no controversy as one side (against dumping ) is absent.
