Who developed/designed www.moonlightingdr.com? By this I mean was it
developed by an independant company that I could hire to design a site

After wasting quite a bit of time digging around the site,
and then researching the Whois and registration records for
the site, it finally dawned on me to check the source code
for the web pages on the site.

I found the following at the top of every page:
