Right!  Much of that information (e.g. director turnover, cost trends,
cost comparisons) are not in the public domain.  On the other hand,
legislative history, statutory and administrative citations, changes
to statutes and rules are availabl- some easy to access, others not so
much. Perhaps sharing your research goal might help.
