My sister used one of these:

Utility Knives - Razor Scraper

When she was done, she touched up the ceiling with matching paint, it
looked good as new. Does this answer your question?

Many things that affix to walls or ceilings with a sticky backing are
likely to damage the paint when removed. You may need to scrape the
stars off and repaint your ceiling (possibly using some sort of primer
as an undercoat). I can't imagine that you'd need to tear up the
ceiling, though. The thorough removal of the stars and any gummy
residue should permit repainting.

Experiment with the following:

A blow-dryer and tweezers. No muss, usually. Be patient and gentle.

Rubbing alcohol (find 90% if possible). Apply with a cotton swab. Wait. Tweeze.

Nail polish remover. Same application as alcohol.

You may want to use an Adhesive Remover. It worked great when I
removed a stick-on calendar from my office wall. I hope this helps and
answers your question. Result in my case was removal without damage to
the paint or wall.
