I live in Savannah, GA and I took my Bichon Frise to a dog grooming
place called "Loving Touch".  When I picked him up I found that he was
completely shaved.  I had been growing his fur to be long.  He had at
least two inches all around. I also brushed him every day for at least
one hour. They told me that he was matted.  They lied.  How can I let
my community know that these so called groomers are butchers and have
also nicked my dog at least ten times and are actually groomers from
Hell who are very lazy and mean?

Take a photo of your dog, (before and after if you can), and send it
to the Savannah Morning News Editor Page.

Also, they have that "Sound Off" in the mall from time-to-time.  Might be useful.

Also, word of mouth is very powerful.  Tell all your friends, and ask
them to spread the word.
