I'm a novice with decent computer skills looking to build a free blog
that my family can use ... but I'd prefer to have the option to
pass-protect pages/posts.  So that content is protected from someone
who just happens upon it.

I'd also like good functionality for templates/design

Blogs in general are password protected for the main content. With
some templates, rotection can be added in layers, and features can be
turned on and off.

I use this, it suits my needs perfectly:

Join here and poke around the features area and see if it will work
for you. Let me know what it doesn't do that you need..

Hello,

I would also recommend trying WordPress. Here is the URL: http://wordpress.com/
I have been using Wordpress for over a year now and I have had no
troubles. The software was very easy to setup and there are hundreds
of themes avaliable to use for free. The privacy features that you
mentioned are also available in Wordpress.
