Every now and then I'll find a company who I'd like to introduce
myself to as a possible supplier. Some of them are small startups and
don't have websites OR I'm not able to locate their website. If there
a search tool service where you can type in the company name and
address etc. and get a contact email name? I'm not spamming, just
introducing my design studio business to them. I know I could buy an
email list but I don't want a bunch of names, only a specific one from
time to time.

You could try Google Local, on which you can search for businesses. 
Of course, they won't all have an email connection.
