Please help me remember the title of a book I read at least 15 years
ago.  It was science fiction where the characters wear recording
devices that make a permanent record of their lives, 24x7.  Every
action, every conversation is recorded (maybe on video), archived, and
made searchable.

If I recall correctly, there is a crisis where the protagonist is
accused (framed?) of a horrible crime and the recording technology
plays a pivotal role.

If only the premise of this book were true, I could just search my own
archives to discover this book.  Alas, I read this book before the
invention of Google Desktop.

I'm looking for the title and author of this book.

Books with similar themes are Don Norman's "Turn Signals Are the
Facial Expressions of Automobiles", Greg Egan's "Permutation City",
and Phillip K. Dick's "We Can Remember It For You Wholesale".  There's
also Vannevar Bush's essay "As We May Think," but these what I'm
looking for.
