Thanks for your question. If you have the medal, or have seen it, the
color of the ribbon might help with this question. Do you know if it
is dark green with two red edge stripes or white with two
orange-yellow side stripes?

The ribbon is yellow and white , so I know it was given by the French
govt. not the Cambodian.  I am interested in when it was given, why
and where.  My understanding is that is that is given out by the
President of France. I would think there should be a record somewhere
if he was awarded this high honor.  Or maybe he just saw it in a shop
window in France and thought it was beautiful and purchased it.

According to one website, honors from the Cambodian Royal Order were
intended for people who had served in Indochina for at least nine
years.
"Il etait attribue au personnel civil et militaire francais ayant
servi dans les pays de l'indochine - plus particulierement au cambodge
- pendant au minimum 9 annees"
