I am looking to find out the grounds for opening or re-opening
discovery.  This would be in California, or 9th Circuit Court of
Appeals.

Particular case law and or citation that we're looking for is a case
wherein a judge has ruled that, in the interest of justice, certain
circumstances in a case have convinced a judge that discovery in that
case should be allowed, and therefore the judge made a ruling that the
discovery should be allowed to take place.

I wish I could pay more.  Any help would be greatly appreciated.

Just to make sure I understand... has this case been in state court or
in federal court?
