I live in DC, and have 4 CO2 Tanks that are empty. Does anyone know
where to return them for money?

Howdy mrosinski-ga,

The following website has what seems to be a rather good list of CO2
suppliers in your area.  They would be your best bet.

"Local CO2 Suppliers [...] Metro DC & Baltimore areas"

As there is no easy way for me to find out if they will pay you for
the tanks, you will need to contact them for that information.
