What type of glue can I use to repair PLASTIC eyeglass frames. 
Specifically, the plastic surrounding the metal hinge has fractured
and the metal "nub" that should rest in the plastic has separated from
the plastic.  I have tried Testor's model cement but it doesn't bond
to this kind of plastic.  Most "all purpose" epoxies and glues shy
away from their claims when it comes to "certain plastics."
