I'm selling shoes online and i would like to clarify some information
regarding buying products that is from outside country like (china).
What are other risk need to consider in areas of state policy for
those individual who's making a profits as personal income. Since I
reside in the government base, my monthly package is being delivered
directly from china (5 pair). Since I'm only selling occasionaly, I
have not filed for taxes since then. I donnot make that much but i'm
welling to increase my monthly revenue. Would appriciate if somebody
who knows about online business from small to medium - will give us
some legal advises about what requirements to have it continue in a
legal way.

Dear Donisbac, 

Buying bulk from China is not illegal in most countries in the world
(unless there is a boycott on China in that country).

There are several issues that you have to consider when buying bulk from China: 
(1) How reliable is the factory you're buying from
(2) That they do not sale counterfeit items (this includes merchandise
titled as "replica").

One of the most serious problems that I've encountered here on GA and
elsewhere is the number of scams (1) and of counterfeit items (2) that
appear on B2B boards such as "Ali Baba". You have to apply a little
common sense here - if it sounds too good to be true, it probably is:
Gucci do not sale cheaper in China. Naturally, you can also address
Google Answers if you want to be sure.

A third problem is everything that has to do with customs and levies.
I recommend contacting the customs of your country (US customs is:

I'm pretty sure the american Small business administration at
http://www.sba.gov can help you with your question if you live in the
US. Just about every country in the world has a local equivalent of
the SBA, usually in connection with the deparment of labour, or the
finance department.

If you do live in the US, there's another place I think you'd find
extremely useful: http://www.score.org - the Service Corps of Retired
Executives. If you want to start any kind of business, hook up with
them - they'll get you sorted whether it's a part-time or full-time.

You should also clarify whether your operating from a "government base" is OK.
It would not surprise me if there were some directive precluding a
profit-making activity on the base, or at least a need to register the
activity.
