The main point of the question was to see if there are any general
laws restricting the tax on a statewide or nationwide level.

Sales taxes are rampant in the US, selected locales have exempted food
from taxation, some offer rebates or or other compensation on food
taxes.

I am quite certain that there isn't any federal law banning sales
taxes on food. Regarding Colorado, since some towns in Colorado offer
a rebate on sales taxes on food (to those who meet certain income
guidelines), I presume that such taxes are legal:
