I can't find a single mention of "Carcotics Anonymous" on the Web.
Where did you hear of it?

Sounds like a group of people addicted to working on their cars.
It might be a spoof, but who knows?

I believe "carcotics" is simply a typo for "Narcotics".

Typos abound on line. I searched for "carbiturates" instead of
"Barbiturates" and found:
