I received a plasma TV from a manufacturer the other day that I did
not purchase.  Do I need to notify the manufacturer?  I would like to
know both the relevant state and federal law.

As you say, the TV was "misdelivered", certainly not an unsolicited
shipment, so it would seem that you would have difficulty keeping it
with the claim that it was such.
