I am a non-immigrant with a working permit. I needed to renew my
driver license in Florida. I broke my hip and go on crotches.

Am I obliged by law to do a driver test to renew my license if the
examining officer wants it or can I avoid this and how?

You can avoid going in to the DMV at all and renew ONLINE, if you can
answer YES to all 4 of these questions.

Please answer these 4 questions:

1) Did you receive an authorization number with your renewal notice,
or you know your driver license number?

2)  Is your name, date of birth and sex are correct on your current driver license?

3) Has your driver's license been expired for less than one year?

4) Do you have a Visa or MasterCard?

ANother place (the FAQ's) says this:  

..." If the examiner questions your ability to safely operate a motor
vehicle, additional test (written an/or driving) may be required..."

If you are on crutches and you need to renew at a Florida DMV office,
I'd wait till I could walk in on my own two feet, unassisted,
otherwise you MAY be required to take the test based on the quote
above. As far as whether or not you are required to do this....if they
single you out and ask you to, then YES, you are obligated to do so.
Best to avoid that scenario if this is important to you. You have up
to a year after the expiration date if you meet the other 3
requirements above, --to renew online, that seems like the path of
least resistance to me.
