Are there any websites that actually give away free money? If not
currently existing, are there any websites that did give away money
and have since went under. I am not referring to sweepstakes,
contests, scams, or the such. I am referring to actual websites that
are actually able to give away money without a catch.

--usually money.

No kidding, I found money for myself, my sister (2 sources), my step-mom, and
several friends. Only one amount was substantial ($3,500.00), but I
was shocked at the sheer number of hits for family and friends names I
entered.

When you say without a catch, do you mean for example:
1 offer per address?  
Only with a purchase
Only for grants for specific use.

Assuming that there are absolutely no catchs - the first person to the
site would request all of the money.   Therfore - as described, it is
not very probable.

There used to be online services that paid you to surf the internet. 
The only catch was that you had to use a special browser that served
you continuous ads and probably tracked all of your online activity. 
There were a couple services like this and I beleive one of them was
called Alladvantage.

All advantage was a cool service while it worked.  I received many
checks from them.

All you had to do was have they banner bar installed and surf the web.
 It tracked active time, and you were paid x per minute (don't
remember the exact amount).

I probably collected 3-$400 from them
