What are some of the situations when competitive bidding cannot be used?

The only situation I could think that competitive bidding could not be
used would be in the case of a specialty item / part where it is the
only one available (due to patents or cost to enter the market, or
law).

Example - the defense industry. Once an item is developed, often there
is only one company in the world that can make it (whoever designed
it).
