I need a list of Licensed Pet Owners in 2006 for the City of Appleton, Wisconsin.
Including names, and addresses.  Also, pets name and breed would be helpful.

I doubt that there is any chance to obtain that information.
Publishing information about private individuals such as addresses
would be an utter violation privacy laws. If the city of Appleton did
that, there would soon be a flood of lawsuits against them.
