For a non-porn related project, we are looking into options to verfiy
a user age before giving him access to a website. This verification
should be as legally stable as possible and if anyhow possible be not
country specific. For example in germany there is the option to
request a "Postident" from the user, which has to go to a local
post-office where he has to show his passport. Is there a company who
handles user validation on an international scale.

Let me know if this fills your need:

..."Merchants can now 'card' visitors at their website to authenticate
identity and age. Age verification uses an international database of
government-issued identifications to instantaneously verify age and
identity online. It provides a fraud-screening tool and satisfies
legal compliance where applicable.

This service is currently offered through this OnGuardTM partner:

VerifyME
http://www.paymentech.net/solfraprocarnotpreverme.do
..."VerifyMETM is an international age, identity verification and
fraud prevention service that uses a government-issued ID database
check, algorithms and web-based signature capture. The service
provides merchants and government agencies with fraud reduction,
border control, age and identity compliance solution when required by
law. The patent-pending system crosschecks information provided by the
consumer with government-issued identification (passport, driver's
license, national identity card), for 112 nations..."

looking at VerifyME this sounds good, though the site remains
unspecific on what they exactly to do validate non-us addresses. The
other problem is that they only work with US companies...

I may be wrong, but I think that an international age verification
system does not exist. One of the reasons is, in my opinion, that
national attitudes towards ID documents differ significantly. For
example, all Germans from the age of 16 are obliged to possess a
national ID card. Usually, when signing up with (real world) services
that require age verification (such as ordering X-rated computer
games), photocopies of front and back of the ID card are sent by mail.
This is considered appropriate.

However, other European countries have different laws concerning ID
documents. In some countries, there are no obligations to possess any
such documents at all. I don't see a solution for how to find an age
verification system that can handle this.

There's a system in the UK called 'URU' which claims to provide a solution.

I have no experience of its effectiveness.
