I am looking for a web based community software platform that offers
that allows you to maintain a message board and a blog all in the same
package.  The best example of this that I can refer to is woot.com. 
Their blog is just an integrated thread in their message board.

Does anyone know of any packages out there that offer this
functionaity?  I'm looking for an out of the box solution, not
something that needs to be custom coded.

I would NOT recommend Community Server. Its forum doesn't fully work
with Mozilla Firefox (hangs sometimes), and in my experience, it's
quite buggy. If you'd like to see the problems with it, go to a site
run by community server (like thedailywtf.com).

Some alternatives are drupal (drupal.org), phpBB and WordPress (they
can be integrated with addons, phpBB.org, wordpress.org), and
VBulletin (vBulletin.com)

well, there are many candidates for what you wish, for instance
PHPNuke and the like, but you *MUST* be aware of their vulnerability.
as they are mostly free, people tends to analyse their source and come
up with new "exploits" daily.

just check and read www.webhostingtalk.com to see how many people
compromised their own website / database security with such "free
addons"..

you may also give a try to Mambo or its new edition, "Joomla!", but if
you want a secure thing, you must code it for yourself and refrain
from ever disclosing the source code.

If you go with mambo, go here for components to be maintained easily
via mambo's admin backdoor.
