Are you asking someone to do a school assignment for you? I can't help
you if this is the case.
Otherwise, if you do want code for a Java tic-tac-toe program, I
suggest you raise your question price considerably to reflect the
time and expertise required to supply a good answer.

I sympathize with your financial constraints, but I'm afraid I cannot
help you under these conditions. For $30, I would be willing to supply
you with Java code for a text-based Tic Tac Toe program, but writing a
Java GUI would take four or five times as long. Perhaps another
Researcher will be able to assist you.

Let's not reinvent the wheel, how about a Tic Tac Toe program already written?

Let me know if either of these will work for you.

What more do you need at this point? If all you wanted was the source
code for a Java tic-tac-toe GUI, you now have it from Cynthia, so you
should accept her answer and give her five stars.
