Where could I find a good php programmer and web designer (html
knowledge is essential) and how much is the fair salary if he/she is

There are many ways to find one, I can lead you to several sites where
you can post your project or "fish" for eligible programmers.

This depends on where this programmer is located (you are talking
about Russia - programmers there make less than in the USA). Some of
the sites that I can provide you for your $2 include the option to
receive bids from programmers, therefore choosing one (like in an
auction). For a more thorough research into salaries of programmers,
I'd suggest raising the price (you might want to check the Google
Answers pricing guide:

I guess it depends on how good you want them to be and what other
skills you want them to bring to the table, and where they live.  I
guess I'd probably think about $1000/month as a starting figure.

You might also want to check out rentacoder.com which is probably a
better deal for you.

I'll endorse the RentACoder recommendation. Definitely there are
plenty of PHP related projects there, though this is a contractual
bidding system, not a flat rate. You might also want to check out job
listings in your local version of CraigsList.org
