there are precisely 4,918 businesses in Australia with 200 or more employees:

At June 2004 the number of active businesses on the Australian Bureau
of Statistics Business Register (ABSBR) was 3,015,318. Of the total
number of businesses, 837,078 (28%) were employing, with 2,178,240
(72%) non-employing.
The majority of employing businesses, 754,504 (90%) had between 0 and
19 employees. There were 77,656 (9%) businesses with 20 to 199
employees and 4,918 (1%) businesses with 200+ employees.

There do not appear to be nearly as many mailing list houses in
Australia as I am used to seeing in the US and Canada. However, they
do exist, and can probably get you the contact information you are
looking for (at a price, of course).

They have several "off the shelf" reports that may work for you, including:
BRW Top 500 public companies standard list
Information on the 500 top-performing companies across all sectors of
Australian industry including net profit, revenue, market
capitalisation, dividends, and ASX code.
BRW1000 mailing list
Company contact information for the 1000 biggest listed, private,
government and foreign enterprises in Australasia.
CEO MarketBase
A contact database of the most senior executive (CEO, President,
Managing Director, General Manager) in an organization and details on
the background of the company covering staff number, industry and
revenue.
They have databases of other executives as well, and can most likely
also work with you to custom-tailor a dataset to best meet your needs.
You should be aware, though, that most lists concentrate on
senior-most executives, and many companies may not have someone with
the specific title of "Learning and Development", so you'll have to
stay flexible.

Note that you can specify on their inquiry form the exact parameters
of interest to you -- company size (by employee count), executives to
contact, etc.

There are several boxes to pull-down, check-off, or enter a choice:
In the 'Regions' box, select Australia.
Leave 'All Activities' as is.
Leave the 'Very Large, Large' box checked, and uncheck the others
[Later on, conduct a separate search with only 'Medium/Large, Medium,
Medium/Small' checked...this way, you don't get too many results at
one time].
Uncheck 'Search on whole words only'.
In the company name field, simply erase all text, and leave it blank.
Hit 'Search', and you should see a list of large companies in
Australia that looks like this:

Obviously, it doesn't have the contact information you're looking for
(and I don't think this company provides that sort of information, but
