is there a website where it could teach me different traffic lights
for high traffic areas such as a highly trafficed intersection in my
town, becase I am doing a feasibility report on possiblites on
different traffic light options for a certain part of town, what are
the websites i can use?

Makers of stoplights and their control systems. Have a long history. 
Railroads and model railroads. The basis of some of the first
computers.

There should be a flood of stuff out there.

Name the town or the number of traffic lanes and choke points like briges. 
Give a sense of the magnitude of your problem.
