I need the definitive legal definition of a primary residence in
Connecticut and I need to prove to others that it's so.

As juggler points out, there are different requirements depending on
"who" is asking, however in most cases, if you have utility bills in
your name, and you pay them yourself, it's considered your primary
residence. Utilities like electricity, natural gas, water, landline,
cable TV/Internet...
