I have a copper (free standing) PRAYER WHEEL purchased in Nepal, the
(thin) axle for which has broken. I am looking for someone who can repair it

not an answer, just a suggestion: Have you considered asking a
clockmaker, preferrably one who restores antique clocks? Repairing the
old clockworks should involve techniques that would also be useful for
repairing your prayer wheel.

Can you put up a photo of the wheel and its axle?  Apparently these
wheels come in quite a variety and a repairer would need to see what
yours looks like, diameter of the axle, is it steel, etc.

Not having seen it, this is a bit of a guess. A handyman could
probably find a bolt or piece of rod to replace the axle.
