When the Wicked Witch of the West first appears in Munchkinland (in a
burst of red-orange smoke), there are a few generic chords, and then
we hear a variation of the theme music that is sometimes called "Miss
Gulch's Theme" or "The Wicked Witch's Theme":

Is this the music that you're asking about?

WHILE I cannot give you whom exactly wrote the score for that
particular freature, I can tell you the names of the four possible
people who wrote it.

George Bassman
George Stoll
Harold Arlen
Herbert Stothart

My personal guess wuld be Herbert Stothart seeing as he was nominiated
for an Oscar for the music he created for the movie and Continued on
with other movies that had similar sounding scores in other movies he
composed music for.
