I am interested in purchasing a URL from another person.  I have
contacted him via email and we have agreed on price.  What are the
proper steps to purchase the URL to insure I am its new rightful
owner?

Hello thescottish-ga,

Can you please let me know what type of domain name you are trying to
transfer?  There are slightly different procedures for .com or .co.uk
for instance.

you have to ask the person who you are buying the domain name from to
unlock the domain name so you can transfer to the domain name
registrar of your choice. I suggest using Register.com for your
domains. http://www.register.com
