I need a program which can playback nearly all common video files, BUT
it must be able to play them back at 1.25, 1.33x, 1.5x, 1.66x, 1.75x
speed if I need to.

When it plays back at extra speed, the audio must still be understandable.

Hi, BSplayer will do it. It plays all formats and allows you to set
playback speed as well. www.bsplayer.org

PowerDVD is a good program for faster and slower forward and reward.
You can play damaged files too with PowerDVD.Here is the download
link.

VLC player is so good for all video and audio files for faster and slower playing.

BSplayer has no trial for the pro version, and I can't get the
ad-supported one to work in my emulator.  I will not install WhenUSave
on my main computer just to see if it works.

VLC Media player will play back in advanced speed, but not with sound.
 The sound stops playing when I increase or decrease speed.

PowerDVD is close, and does what I need except for the fact that it
only has 1.5x, and 2x speeds.  I need a few more options, but this is
very close.

If anyone has anything better, I'd like to hear it, because I was
really hoping to find a player with a few more fast play speeds.

Well I'd rather have hoped somebody would have noted that WMP can be
configured for different playback speeds, though this is format
dependent (not all MPEGs and AVI formats can have their speed varied
for example).

If you open WMP, on the View -> Enhancements menu you can see Play Speed Settings.

Unticking the checkbox 'snap slider to common speeds' allows you to
set an arbitray playback speed, in general from 0.5 - 2.0x speed. The
reason it's format dependent is because WMP requires the video to be
'Indexed' before play speed can be altered. The equivalent process on
Quicktime is called 'Hinting for streaming'.

I'd tend to agree with the earlier poster, that VLC is one of the
better players in terms of all-round format support. It's a shame that
you've lost the sound on that though.
