When I klick in some links on the web, it give me a blank window only,
it hapen when i use Microsoft Internet Explorer or other browser, my
browser's pop up bloker is off, where is the problem?

Try a different browser, say Opera or Netscape.  

If you still get a blank, you know it is not the browser but something else.

I routinely delete all the cookies when my computer starts acting
flakey. It helps a lot.

Have you updated your browser lately?

Is there any kind of pattern that you are noticing with these blank
windows?  Do you know what your security settings are, and whether you
are behind a firewall or proxy server that might be blocking content?
