How big (in inches) is the average seat belt on airplanes; and do most
major airlines (Air Canada for example) have the same size?

airline passengers, says that the maximum standard airline seatbelt is
47 inches in length.

Admittedly, there may be a greater number of obese persons south of
the border, but since major airlines all fly internationally, I expect
that the length of seatbelts is what the plane company provides   -
same for its models.
Maybe there is an international guideline on the subject that
specifies a length or max/min range.
I can't imagine any reason for an airline to have its own special length.

But this is no answer, just a free comment.

Although I haven't found anything specifically for Canada Air, I was
able to locate this from the Alaska Airlines website:

"The seat width on all Alaska Airlines and Horizon Air aircraft
(armrest to armrest) is approximately 17 inches and the seatbelt
length is 46 inches. Passengers needing extra coverage may ask the
flight attendant for a seatbelt extension, which adds 25 inches to the
seatbelt length for a total of 71 inches. However, seatbelt extensions
are not allowed in exit row seats.

Some passengers of size may need more room than the seat width allows
and must occupy their own seat and a portion of the entire adjoining
seat. For the safety and comfort of all customers, the passenger of
size will be required to purchase two seats..."
