What is the fine for any person who practices as a dentist without a
license in District of Columbia?

According to the District of Columbia Code, as available on the web
site of West Group, a person who practices dentistry without a license
in District of Columbia faces, for a first offense, penalties of
imprisonment not to exceed 1 year, or a fine not to exceed $10,000, or
both.

No person shall practice, attempt to practice, or offer to practice a
health
occupation licensed or regulated under this chapter in the District
unless
currently licensed, or exempted from licensing, under this chapter.

D.C. Code Section 3-1210.07. Criminal penalties. 
 
(a) Any person who violates any provision of this chapter shall, upon
conviction, be subject to imprisonment not to exceed 1 year, or a fine
not to
exceed $10,000, or both. 
 (b) Any person who has been previously convicted under this chapter
shall,
upon conviction, be subject to imprisonment not to exceed 1 year, or a
fine not
to exceed $25,000, or

A licensed dentist must notify the board of a change of address of the
place
of residence OR PLACE OF BUSINESS OR EMPLOYMENT within 30 days after
the change
of address.  This is covered in the following D.C. code section:

D.C. Code Section 3-1205.13. Display of licenses; change of address. 
 
 (a) Each licensee shall display the license conspicuously in any and
all
places of business or employment of the licensee. 
 (b) Each licensee shall notify the board of any change of address of
the place
of residence or place of business or employment within 30 days after
the change
of address. 
 (c) Each licensee shall be subject to the penalties provided by this
chapter
for failure to comply with the requirements of this section.
