We are helping to launch an extracurricular character education
program for Japanese primary school students. We are currently
surveying character education programs, particularly extracurricular
ones, in other countries than USA (e.g. UK, France, Italy, Germany,
Finland, Sweden, Switzerland, Canada, Singapore) to give us a baseline
in curricular and organizational practices. I would be profoundly
grateful if someone could help me identify successful programs or
organizations in these countries that specialize in character or
ethical education or point me to resources to find these programs. We
are looking for:

*	Successful character education programs, particularly
extracurricular ones (it does not matter whether they are for- or
non-profit)
*	Non-sectarian character education umbrella organizations in these
countries (such as Character Education Partnerships in the United
States)
*	Non-sectarian organizations that "certify" programs, teacher
training, or individual students
*	Any non-traditional character education formats, such as DVD,
multimedia, or Web-based materials

I organized the search by country, using the search strategy
"character education" OR "values education" plus the name of the
country or the corresponding Internet country suffix. The quantity and
adjustment to your conditions of the results varied from one country
to another. An organization that claimed to have programs in almost
all the countries you asked to consider is:

This organization partners with UNESCO (United Nations Educational,
Scientific and Cultural Organization - www.unesco.org ) in many

As to the criteria you specified, I tried to focus in extracurricular
programs and non-sectarian and non-partisan programs and

specifically claim to act as certifiers.
