The phrase "taking it to the streets" originated in Island and Latino
communities in the US and abroad. It was indicative of one's efforts
to freely "break out" and express himself through music in an
anvantgarde "street" environment where there were no rules or
boundaries. Thus, if one wished to be creative without restriction one
would literally take his music "to the streets" where no creative
restrictions applied. In this setting some of today's best
ground-breaking musical genres were born. It is unknown if this
expression is what the Doobies intended when they penned the song, but
this is indeed the most universally accepted definition of the phrase.

Please let me know if this suffices as an answer in lieu of actual
references by the Doobie Brothers themselves.
