I have following cooler at my store.

manufacturer : True 
model no: TSSU-48-12

I am having problem with this cooler. Cooling does not work. The fan still works. 

I would like to know what could be the problem and how to fix it. One
of problem could be leaking refreigerant. This model use 134a
refreigerant.
If it needs refill of refreigerant , how would I know, and how to replace it.
