I have heard that in Vietnam bribes are often referred to as "Table
fees".  Can you confirm this?  If this is not the case what is this
generally in reference to?

I've found many references to bribes as "under-the-table fees," but
not to "table fees" in reference to bribery. Do you recall where you
heard this usage?

Sometimes, it is called undertable fee, not table fee.
