Is Laura Bush Hispanic?  My friend says she is.  I doubt that she is.  Who's right?

You're correct.  Laura Bush is not Hispanic.

Mrs. Bush was born "Laura Lane Welch" in 1946. Her parents were Harold
Bruce Welch and Jenna Louise Hawkins. has an extensive family tree for her at: 

Combing through the various generations of her family tree, it's
pretty clear from the surnames that Laura Bush does not have Hispanic

Perhaps your friend is thinking of Florida's first lady (and President
Bush's sister-in-law) Columba Bush, who is a native of Mexico.

Your friend may be thinking of Jeb Bush, the President's brother.  His
wife, Columba, is Hispanic.  She was born in Mexico.
